Put the big nut back on, with epoxy, as well. That will almost completely make the valve a bypass. I did a manual swap on my 89. Your 91 is like my 89, not sure if the pedals will swap. I know 1986-dwn will not swap. I used a 89 donor. The driveshaft was different. I could have used my auto driveshaft, but the 5 speed shaft was thicker and had larger u-joints. I'd guess that the harness at the tank selector is what you'd need to rewire. Determine which pair of wires goes to the sender for the tank that you are going to keep and wire those directly to the sender in that tank. In the cab you could eliminate the selector switch in the same way. Should be pretty straight forwards IMO.

The TPS/FIPL voltage does not necessarily have to be 1.2 VDC, it can be set as low as .50 VDC, the lower the voltage the softer the shift, try it at .96 VDC. The WOT voltage cannot be set, it is what it is. IIRC on the 93 the VSS is for "Variable Speed" for the E4OD and the ABS. Injector fouling is less of a problem since there is one spray hole, and the pre-cup design stays hotter. Yes, the contactor inside may not be connecting the two large lugs. If shorting the two big lugs makes the plugs work, then I would say this is what’s happening. AFAIK the 7.3's all use the same filter head, with the same fuel heater in it. Actually, it seems that the zf5 uses a bell housing adapter to connect to the IDI, but the zf6 doesn't use one to connect to the powerstroke. I'll see if I can't dig up a pic.
